Simione Carlos Mhula is a distinguished expert in Child Protection and Safeguarding, bringing over 15 years of leadership across humanitarian and development landscapes in Southern Africa. A Mozambican national, he holds a degree in Political History and Public Management from the Pedagogical University of Mozambique and a postgraduate certificate in Child Protection in Humanitarian Action from the Pannasastra University of Cambodia. His academic portfolio is further enriched by advanced training in Child Protection, Mental Health and Psychosocial Support (MHPSS), and Safeguarding through HarvardX (Harvard University), with a strong focus on global standards for violence prevention and response. Since 2019, Simione has served as the Child Protection and Citizen Voice & Action (CVA) Technical Manager at World Vision Mozambique. In this capacity, he provides strategic and technical oversight to 23 Area Programs nationwide driving quality, innovation, and systems strengthening in child protection programming. His work is deeply rooted in rights-based approaches and the meaningful participation of children, adolescents, and youth, with a consistent focus on fostering active citizenship and civic empowerment. Simione’s earlier career includes spearheading Child Protection initiatives at Plan International Mozambique (2015–2017), and leading critical emergency responses in Gaza, Zambézia, and Tete provinces, particularly during the El Niño droughts and in conflict-affected settings. Between 2012 and 2014, he managed CPiE (Child Protection in Emergencies) interventions in Gaza Province, addressing the needs of vulnerable children in crisis. In 2018, he was appointed Safeguarding Focal Point for World Vision’s national office, where he played a central role in localizing and operationalizing safeguarding policies and protocols. With six years of experience implementing the Citizen Voice and Action (CVA) methodology, he has championed community-led social accountability and sustainability, aligning local advocacy with broader protection goals. Currently pursuing a Master's degree in Human Rights and Criminal Justice at Lenchester University, Simione brings to the global arena a rare combination of academic depth, operational excellence, and ethical commitment. His career reflects an unwavering dedication to strengthening institutional accountability and building inclusive, resilient systems that uphold the rights and dignity of every child especially in fragile and transitional contexts.
