Mr Hilario Justino Buque (CPA, PMPP) is a Mozambican national with more than 30 years of experience working with both Private Sector and Government institutions on international donor funded projects and programmes related to Public Health, Education, Gender and Population Policies. He is specialized in the areas of accounting, auditing, procurement, grants and contracts, financial management, linking payments to performance, budgeting, due diligence and financial reporting. This includes 13 years of experience working for the United Population Funds (UNFPA) as Finance and Administrative Manager of the Populations Policies Programme, where he managed funds for multiple donors such as DFID, USAID, CIDA, EU and the private sector. The expert has proven excellent reporting skills and vast experience in monitoring and evaluation, to include monitoring of budget execution, balances and variances as well as preparation of financial reports for various donors. Throughout his career Hilario Buque has been working extensively with both, public and private sector in Mozambique and has in-depth knowledge and understanding of Projects Management. Currently the expert is the Finance, HR and Administrative Director for RTI International in Mozambique, where he is managing funds for USAID and The Queen Elisabeth Diamond Jubilee Trust, responsible for drafting the annual budgets in accordance with approved work plans for each donor, project accounting, monitoring of project budgets, preparation of Funds request, budget forecasts, preparation and submission of monthly financial reports, as well as giving permanent support to Chief of Party on the program. He is also responsible for the design of internal control mechanisms and procedures to ensure that all projects comply with the Local Law, Donor requirements as well as with RTI Procedures. Performs human resource management, overseeing aspects of employment, such as compliance with local labor law and employment standards, administration of employee benefits and secure the improvement, attraction, retention and performance of the staff.
