Mr Hilario Justino Buque (CPA, PMPP) is a Mozambican national with more than 30 years of experience working with both Private Sector and Government institutions on international donor funded projects and programmes related to Public Health, Education, Gender and Population Policies. He is specialized in the areas of accounting, auditing, procurement, grants and contracts, financial management, linking payments to performance, budgeting, due diligence and financial reporting. This includes 13 years of experience working for the United Population Funds (UNFPA) as Finance and Administrative Manager of the Populations Policies Programme, where he managed funds for multiple donors such as DFID, USAID, CIDA, EU and the private sector. The expert has proven excellent reporting skills and vast experience in monitoring and evaluation, to include monitoring of budget execution, balances and variances as well as preparation of financial reports for various donors.
